Does it mean 25points is gurantee this year & 20 points have high chance? Why ppl said do not get it in 2 0points but some get in 15 points?

Pls help share coz it will be my turn next year & I only have 20 points.

My friend got 20 points then got into La Salle. Mine got 25. Dunno is it a must to have 20 or 25 points. Maybe just by luck
