據他所說, 這個現象的元兇應是教育政策和考試制度, 為什麼被他狠批的對象卻變了虜劫別人財富及功勞的補習天王, 和急功近利的學生和家長? 這些學者關在學院裡做的研究和現實有多脫節?

Read the title. It is very obvious whom the writer is criticizing.

This is the only criticism on the system I can find in the article:
"前者反映考試制度下的教師效能不能充分發揮，後者反映香港語文教學政策的失誤。"
