According to your definition, only a handful of Americans & Englishmen can claim to have 'mother tongue English level' & the rest only have at best 'workable English level' if even that.
Not sure if you have ever lived abroad, because the average English standard of the educated Americans & Englishmen are not as high as you have portrayed here. If the majority of the educated native speakers does not possess command of the language at the level you have spiculated, then I am afraid your argument is rather pointless.
It is like you saying that no one is bilingual because no one has ever produced literature to the level of Dickens in 2 languages! Be real! How many people managed to acheive that even in 1 language?
It would be laughable if you consider that level lower than Dickens can only be considered workable English! There are many people whose command of their English (as a 2nd language) is as good as the majority of the educated native English speakers and I personally know several. I shan't quote any more examples here as many have already been given. If you are still hell-bent on dismissing all their English as workable level then this argument is really becoming futile.

林語堂、張愛玲、梁實秋、錢鍾書、楊絳，同時都能掌握兩種語文。

i can explain:
1. that D6 are common and very close friends (or idol) of Avatar and wisekid2007; or
2. 3 of them are all senior civil servants working in the same office;

1. I confess i was so stupid not knowing the "Truth" earlier. U are right. I'm a 笨賊 hohoho...Merry Christmas!
2. Believe it or not, Really bad luck to be appointed as a one time messenger;
3. I wish I was a senior civil servant...that is my dream life browsing BK all day long inside a  Government Office;
4. Thankful, my friend, what will be the consequences of the "fire" I was playing?
