Both.  At school, I teach LS in Chinese.  In tutorial center, I teach EMI students.

I think s/he needs to read the syllabus thoroughly in the summer holiday.  So, s/he can get some idea about the topics or theme s/he needs to study.  Also s/he needs to identify each topic or theme from current news.

I think it is important for those EMI students to go through the syllabus and get familiar with the vocab.
Also it is important for them to write some comment on current news in this summer holiday.

Moreover, s/he needs to learn how to prepare his Independent Enquiry Study (IES / project). Students need to send their proposal of the project to the examination authority around the end of S4 or the beginning of S5

There are 2 types of questions.  Data based questions are the easy ones.  Students need to find the answers from the given data or news or figures.  And the marking scheme for these questions is well structured.  But the other type of question is difficult for marking in term of fairness.  It depends on the knowledge of the student.  We will see whether the student has critical thinking and familiar to the topic.

如是, 為何聖方濟英文中學(大角咀) F1至F3通識教英文, F4通識教中文呢?  (資料是在其校網看到)

I think they don't have the subject in the past or they taught junior LS in CHinese in the past.  Therefore, their first class of F.4 need to take the exam in CHinese.  But I believe that after 3 years, when the current F.1 students becomes F.4, they will take the exam in English.
But all are my guess only, you need to ask their teacher for the truth.
