教局勢撤英基經常資助

學費料加逾兩成 不影響現有學生

[size=150%]【明報專訊】教育局昨回覆立法會
質詢時明言,英基轄下學校現享有的經常性資助須逐步取消,未來取錄學生勢無法按人頭獲學費資助。英基學校協會主席唐家成表示,政府資助約佔營運開支兩成,粗略計學費最多需加逾兩成。他稱,正與教局就新資助模式磋商,盼利用英語特殊教育等專長爭取資源。

教育局昨以書面回應議員提問,就英基未來資助模式提出新方向,表示當局立場為逐步取消對英基經常資助,並過渡至自負盈虧。據悉,英基學校現獲按學生人數計算的經常性資助,政府未來有意改為按項目非經常性資助,例如只資助發展英語特殊教育等。不過,教育局會保障新模式落實前已入讀的學生不受影響。

改按項目資助

英基學校協會主席唐家成表示,協會將繼續與教育局磋商,落實逐步取消資助的做法。唐指早前與教育局長吳克儉
會面,已重申英基於本港教育的重要,但當局堅決要求先取消現行資助,再商討新資助模式。他認為,按項目資助限制較大,盼當局考慮給予一筆過資助。唐亦表示,若英基徹底脫離政府資助,將承受加學費壓力
,估計最大加幅逾兩成,即由現時6.6萬至10萬元增至8萬至逾12萬元不等。

此外,英基上月實施提名權計劃,受立法會議員質疑。議員張宇人
向教育局提出書面質詢,指英基轄下15所中小學及特殊學校,新學年將提供150個50萬元的提名名額,擔心有違公平辦學原則。教育局長吳克儉回應,已要求英基向家長清楚解釋,並需公開帳目。吳又表示,未來會繼續溝通,商討學校定位及發展。 http://news.mingpao.com/20121101/goh1.htm

I am not jealous of anyone because I have no kids who want to study primary or secondary education.

I am not opposing ESF in any way. I always think that it is a great education organisation in Hong Kong - judging by the achievements of its students.

Personal attacks on others are not conducive in discussion. You can convey your views clearly to others only if you have reasons and the reaosns are sound.

I oppose ESF receives government fund across the board - meaning to extend to those non-Permanent Residents of Hong Kong.

It is fine that ESF receives government funds in respect of those 70% of the Hong Kong permanent residents - they should receive the same education grant from the Government as those local school systems receives.

If government grant is extended to ESF across the board, it should stop using its discriminatory admission policy against those local permanent residents who speak Cantonese and/or write Chinese characters.

I appreciate any contrary views so long as those contrary views are backed up the reasons and facts. It is not helpful if the views are backed up by personal comments or attacks on others.

I wouldn't use words such as hatred and jealousy, but as I had previously pointed out this ESF subvention argument it is more an attitude issue than a money issue, I had given my reasoning and rationale too, even if some people here don't agree to them.

We are now at a stage where nothing new is said anymore by anyone, some have even degenerated into bickering about what they come to this forum for and whether they appreciate cheekiness and inconspicuous little icons, way off topic, so I'll just summarize people's feelings behind this attitude issue and be done with it, and no, I don't think it is hatred, it is a combination of ...

(1) A feeling of being excluded when they believe they should not be - This is the strongest underlying emotion because if this "exclusion clause" is taken away then most people won't have much more to say, this is the real bone people are trying to pick at and it crops up in every ESF related discussion no matter what the original topic was.

(2) A negative approach towards equality - If A has something good which B hasn't, people question why A has instead of why B hasn't.

(3) A bloated sense of responsibility - Worrying that if B is given the same freedom as A, it is going to be chaotic, or if B is given the same money as A, it will bankrupt us, as if we are the government itself.

I know even though I have used mostly impartial language in the statements above, they are still going to rub some people the wrong way, so be it.

It is absolutely fine for you to think that those oppose ESF status quo are doing so out of hate and jealousy. But when you make that remark, or any other remarks, in a discussion forum, give your reasons so other can judge if what you say is reasonable. Otherwise the comment becomes mindless shouting. Everybody can attack anybody else without giving reasons. Does anybody here needs to hear shouting?

In this case you did not say what makes you think those oppose ESF status quo are a jealous lot.

Incidentally, I receive NO benefits from the government on education of my child. And I am fine with government schools, aided schools and DSS schools receiving funding.

I never understand what makes you think that those hold a different view are jealous.  

ESF is a great school, but my kids are happy with their current one and they've never had any intention of changing school.  I don't mind ESF getting subsidy from the Government.  It's fine even though I derive no benefit from it.  What am I jealous of?

To be honest, I don't think anybody here cares about you or has the slightest interest in you (let alone going so far as saying someone likes you or dislikes you).  We are only interested in each other's views.  I don't know about you, but I guess everyone else here is looking for a good and useful exchange of views and information.  We would like to engage in fruitful conversation and discussion in a civilised manner.  Hopefully we would learn something useful and beneficial from each other.  Having different views are absolutely fine but we also want to hear if there are good reasons or rationale behind those views.  This is why we spend our time and go on to BK (and certainly not for the purpose of hearing jokes or cheeky remarks especially bad ones).   If we had been looking for amusement or entertainment, we wouldn't have come here.

You are dodging the question again.  I asked you a simple question and if you didn't want to answer it, you didn't have to respond.  Instead, you made yet another unproductive snide remark.  You kept labelling others "uptight", being "Confucian or Asian".  I would just like to know what you mean by "Confucian or Asian".  A very straight forward question.  Please just answer it.

Purpose of discussion in forums is not to win people over, it is about demonstrating views and their justifications.  The readers will decide.  

I ask for the ESF role and funding be reviewed with a long term view.  FattyDaddy has said it over the over again, just the 70% HK residents is good enough justification for eternal subvention and no review is needed.  Others have given opposing views and justification based on fairness to other IS and DSS who serve HK just as much, discriminatory (old colonial rule) admission rule and the financial burden of Hong Kong as a whole if we turn all IS/DSS to ESF-like model, bear in mind this is not one-off, but recurring money poured into the schools and whoever do not ask for clear return on the investment is simply out of their minds.

I think we should all hold our horses and let other viewers to decide.  It is time to move on.

Here we go again, people have different views and find your comments and behaviour offensive must mean they have a problem. All these snide remarks about people being "brought up the Confucian or Asian way" are supposed to be compliments?  How do you know how other EK users were brought up? Look who's being judgmental here.

Cheeky remarks are fun, well, may be not to people brought up the Confucian or Asian way, at least I don't call people a shame or insult or cheater or liar and the like (cheater & liar was used by someone else, not you, I should clarify that). Hey I have no qualms about saying my cheeky remarks out loud and letting everyone here know what kind of person I am, but obviously you have quite a bit of reservations here and there, and you have problems with little smiley icons like {:1_1:} and too, oh well, enough said

I'm not going to respond to your other points, there is nothing there that has not already been discussed so I would only be repeating myself if I do respond (and you would be repeating too), but lets see what this "hostility" is all about.

"Say it out loud and let everybody know what kind of a person you are" <-- was I judging what kind of a person you are? I was merely saying "go admit it loudly and let everyone know", heck, some might even think of you as a hero. So why did you feel a certain hostility? Was it because you assumed that if you said it out loud then most people would see you in a bad light?
