Agree.
'N' years ago when I had a causal chat with a foreign inspector who came from England, I learned that he was unable to get a 'pass' in his own country in the GCE 'O' Level English Language (though he still managed to find the job as an "Inspector of Police" of the ROYAL Hong Kong Police Force!)
No doubt, a kid growing up in England will be able to speak in fluent English. But it does not necessarily mean that he will be able to speak or write EXCELLENT (as contra with fluent) English. The learning of grammar and vocabularies with effort and by heart is a must if one intends to become a linguist in English. The same is true in learning Chinese.
