The father should apply for a British Citizen passport for the child. When it comes to submitting the application to ESF, the child must have his/her own foreign passport.

I don't think the specific country of the nationality matters, as long as it is foreign (i.e. not BNO or HKSAR).

This was true when ESF used to classify applicants into Category 1 and 2, those who could speak Cantonese would fall into Cat 2 and have a lower priority than Cat 1. The rationale behind this was that children who could speak Cantonese could attend local schools while those who couldn't speak it had fewer options and so should be given priority. This categorization was abolished about 2 years ago.

They co-exist at different levels. First there is the priority given to different groups of applicants, i.e. staff children, siblings, nomination right, alumni children, ESF kindergarten children etc, then priority within each group is determined by a random number drawn (the 'lottery'), and then finally a preference is given to foreign passport holders.

No they cannot control, but we are talking about Hongkong, a place where many people do have foreign citizenship of some sort. I doubt if ESF (or any other international schools for that matter) have ever experienced a lack of applicants with foreign passport to fill the 70% requirement.

Not officially, but I think they do implement it unofficially. It won't do the kindergarten's reputation any good if they admit too many local children who would subsequently be at a disadvantage when applying to ESF or other international primary schools.
