I don't quite understand, priority for admission, 'lottery' number & 70% foreign passport holders as required by EB, how could these requirements co-exist? Can anyone help?

FattyDaddy, so how does this work? ESF can't control the applicants are holding foreign passports from the priority list nor lottery number, so what if most of the above cannot contribute to 70%, how could ESF fulfill this requirement?
