Totally agree with you, especially the self-esteem part.  PET is useful for entering good sec. school, but not much use for top grade schools.

It depends on how old is your daughter.  If she is below 10, then go for PET.

嘩!嚇死我喇!
CPE等於GCE AL,只靠學校日常英語,都可以有CPE成績,香港英小的水平豈不是犀利過英國Year 12/13(根據UCAS Tariff Table)?你仔讀邊間?我個女都是讀英小,但又唔覺她的同學有這成績是合理期望。或許她那英小突別差吧。

CPE Grade C is IELTS 8.  香港有4%小學生已可達到這程度什或以上?

Exactly.  A kid may be gifted, but don't generalize that to be the normal standard of EMI school.  My niece is exceptionally gifted.  She got over 2100 in SAT1 when she is in P6, with both Critical Reading & Math over 700, but her parents never say she is just normal.  Talent of our children can be both a gift & a curse.  Please just realize & recognize it as it is.

Yes, cert is just an reference, and not that important.  However, you may download some CPE sample papers for him to try, so as to validate your claim that it is easy for him to get good result on CPE level.
BTW, I totally agree with you that gifted children may not attain top grades in school.  (I have consulted HKAGE and get affirmative on this)  In the case of my girl ,she definitely is not full-mark material.  Actually, she is not even among the top 20%, but her teacher assigned her to tutor some of the classmates during recess & lunch-time.

Anyway, your posts are always so informative and provide good discussion topics.  I really appreciate.
