I think it's a bit odd if parents are Chinese and speak Cantonese but use English to communicate with their kids.  Mother tongue is more effective in terms of communication and expression of ideas.  There are ample oppunitities elsewhere for kids to learn spoken English in HK.

There are a few parks in HK, e.g. HK Park, the Peak.  I find that those English speaking kids are in fact eager to make friends with others, no matter Chinese or from other countries so long as they can communicate.  The common barrier with local kids is firstly a lack of confidence and secondly too shy. I suggest you arrange opportunities for your kid to mingle with English speaking kids as early as possible.
