DNPR children is a serious social problem and it creates a high pressure on our social resources. A damage is done and we can only blame the government had done nothing until CK Leung stopped it in 2013.
Our government has no choice but to increase the local university places for DNPR children until 2030 and set proper quota to protect the interests of homegrown students. If the universities have no additional capacity, they can cut the 6 000 non local student places for them.
That's why Trump was elected and he can do whatever he wants to the Americans and the rest of the world.
Unfortunately we have a rule based government and the policy needs to be carried out carefully to avoid any unnecessary challenge.
Right now EDB has just addressed the visa dependant children issue.
The number of DNPR children will continue to increase until 2030. No policy has announced by EDB to address this. If they do some analysis on the 摘星 and other mainland DSE students admitted to universities via JUPAS, it can find out how many are visa dependant and DPNR children.
There is about 30 000 DPNR children a year reading university admission age in the next few years. We don't know how many of them will go to local universities. If the amount is substantial, we need to increase the local university places for them.
DPNR children are permanent residents, they are eligible for local university places, no matter via JUPAS or Non JUPAS.
