The 300K p.a. should be the fully loaded costs for a undergraduate student which cover all the teaching costs, opex for campus facilities, costs for school management, administration overhead and the capex amortization. In all, this is the funding provided by the government to the 15 000 a year UGC funded places for local students.
Most of these costs like school management and capex amortization are fixed costs. Admission of non local students will just increase the variable costs like hiring additional teaching staff and buy additional teaching materials which can easily be covered by the 150 000 to 200 000 p.a. tuition fees for non local students. Same for the taught postgraduate students, the tuition fees received are far more than the additional variable costs incurred. Hence, education itself is highly profitable service business, not to mention its ripple effect on the economy.
All our universities have huge surplus. This won't be happen if they need to subsidise the non local students.
