There can be a few possibilites:
(1) Although they put SHCC as no.1 on DP, however, they may not be accepted by SHCC thru DP since there are other students ahead of them (combining SHCSPS and SHCS, ranked 5x may not be good enough for DP). Then they may be accepted by their no.2 choice in DP. So, even they put SHCC as no.1 also for central allocation, they are being allocated with a place in another secondary school already;
(2) If rank 5X is already band 2 in SHCS, then the chance of ranking 5X and for instance rank 9X can be all consider band 2 and just be allocated by random number (although I doubt this since rank 5X shouldn't be band 2 in SHCS)
(3) This reason may explains why no.2 can happen. Although rank 5X should be band 1, however, the way they weighted the scores from different subjects are different between internal school rank and EDB use for allocation. As a result, a student rank 5X may have a weighted total score lower than one rank 7X with such reason. Hence, bcome band 2 and fall into reason #2.
just to share some info so future can be aware of. This doesn't limit to the case for SHCC, it's the same for other schools.

當然唔係啦，2個都係我個女學公文D同學，佢地呀媽話放聖心係第1位的，唔知邊度出錯，放榜後，5x個果去咗聖心中學扣門，8x去咗灣仔！
