 I believe if you get a "no", you will not be on any waiting list. Active/entry waiting list is for those get a "yes" but have a low random number.
 
 The random numbers are generated before the play visits to determine your position in the queue. Since the numbers are generated by a computer system, big B and small B do have the same probability to get a high/low random number. So, I do not understand why you think "all small B are on active waiting list"?
 
 
 And the children do need to have "performance" to get a "yes". So it is not completely by "luck".
 
 Even if it is purely by "luck" - no assessment, admissions by random numbers only, I do not see any unfairness. Everyone would be in the same situation. And is it really fair to assess or "judge" a 2-year old kid with a single meeting? Kids can catch up and develop new skills quickly at that age with a good environment.
