在"國際學生佔比"上, 美國哈佛81.4分, 牛津 98.6分, 港大100分. We need to look at the causality. The increase in non local students is mainly driven by the drop in JUPAS applicants (drop by more than 50% in the past decade) due to low birth rate, trend of studying abroad and migration. Local universities need to admit more non local students in order to survive and develop. Obviously it is not for university ranking.
If you look at the higher education in Taiwan, their universities’ rankings drop in recent years despite the significant economic growth as a result of the booming semiconductor industry. Many Taiwan universities have been closed down or merged due to under enrolment and insufficient funding. In 80s to 90s, NTU was considered to be a leading university in Asia, competing head to head with NUS and HKU but right now its ranking is far behind the other two. The decline is likely caused by the lack of international students to compensate the drop of local students.
