I personally speak all 3 languages, and the reason is simple. I have lived in China, HK and North America. So drawing from this personal experience, I think the best way, if not the only way, to master a language, is to live in that language environment for a while.
My 5 year old was born in HK. Since we spoke mainly Eng with her at home and only gave her Eng TV, she can speak and even read Eng quite well now. She is now going to a local kindergarten, and has picked up Cantonese quickly. Since early this year, I also began to give her Mandarin cartoons, and she is quite interested. This summer I am sending her to a montessori school that uses Eng and Mandarin, and she is making good progress on Mandarin right now.
Unless you are really relocating to China, my feeling is that sending the kid to China for a short term study / stay won't help much. It might be more cost effective to just try to create the environment at home.
BTW, I came across a book written by Lee Kuan Yew, telling people how he learnt Mandarin. Lee is trying to encourage the whole Singapore to learn Mandarin. You might find some of his experiences useful.
