What I meant for "more DSE friendly" is the less reliance on Chinese now.
In the past, many students failed to get a JUPAS offer just because of poor grade in Chinese. If the Admission Score is calculated based on 4C + 2E, it is very difficult to be admitted to a competitive programme like medicine if you got a 3 in Chinese.
With the replacement of 4C + 2E by Best 6, considering M1/2 as a full subject and the introduction of Flexible Admission Arrangement (i.e. deducting the score by 10% if you failed to meet 332A + 33), it is easier to get a JUPAS offer now.
What EDB need to do is to define "local student" to avoid those studying more demanding NCEE in China and attend DSE examination to compete for JUPAS quota with local students.
For those students migrated from the Mainland to HK with their parants and studied here for a few years before attending DSE, it is fair to consider them as local students.
As long as those students are defined as non local students and not enjoying the JUPAS quota, the chance of university admission for local students won't be diminished.
