They have 2 ways to assess ...
(1) If the child is talkative, they assess the child's English level directly.
(2) If the child is quiet, then they assess the parent's English.
If they are satisfied with either 1 or 2 above and there are no obvious behavioural problems with the child, then the chance of being accepted is good. In a way, one can think of it as interviewing the parent since most 2 year old children are quiet.

一年前我仔剛滿2歲超細B in ESF TY
Interview當日心情唔靚定點,完全唔理老師,仲有少少扭計
Interview完你知一般好多家長都會叫小朋友clean up玩具show discipline,當然我地都有叫,但個仔竟然發脾氣扔玩具。。
出去時又要扭計抱抱,我心諗今次無可能唔fail
但點知竟然pass 不過最後我地都係give up offer揀左另一間IS
所以真係唔知ESF標準點黎
不過我地是有讀ESF TY playgroup,唔知是否這個原因所以有優勢
