I have friend who has done the same, declined the ESF K1 offer for another kindy, while older sibling is already studying in ESF primary. The younger sibling will still be in the priority list theoretically, but the younger sibling is in K1 now, not yet time to apply for ESF primary. There is no known blacklist as far as I hear.

Yes of course. But your younger son still needs to pass the entrance assessment of ESF Y1.
besides.. need to take into consideration if there is actually any vacancy in ESF Y1.. as there is a through train system.. basically all kindy will be guaranteed Y1.. the number of vacancy will be very limited.. even though you will have a sibling priority .. it's really hard to say

Where is your ESF catchment zone? If HKI probably still high chance because there is only 1/2 ( supposed some from Tung Chung) kinders feeding into 5 primaries.
