The 'old' DBS Junior next to Maryknoll Convent School in Kowloon Tong is called DPS (Diocesan Primary School), and the 'new' DBS school in Argyle Street up the hill is called DBSPD (DBS Primary Division). The former is a government school (ie. it participates in the P1 lucky draw), and the latter is a DSS school, where the school has autonomy to select its own students.
DBSPD does not offer IB for primary division. And neither does DPS (I think). In fact not many schools in HK does. As far as I know, unlike IB for A-levels which has been around for quite some time and its standard is increasingly recognised by major universities, IB for primary division is still a fairly new development. It will take time for the standard to be tested and results accepted by secondary schools.
