I was trying to check on ESF website but couldn’t find related information, I wonder if the limitation in the information you provided is related to organisations who process university applications, like UCAS, JUPAS, etc, may not be limited to non UCAS, non JUPAS applications. I guess only, need to find out more about it
There is limited number of applications for school to support for each student. It really varies between schools. I guess it boils down to the resources and policies of different schools.

According to the searching of UCAS on Wikipedia, student can choose up to 5 courses in the application of UK based university only. I believe that’s why
