Good for you! I should have asked when my baby was born ;) I missed the golden period for GSIS application because i was submitting applications to the wrong schools at birth! (just some very good international kindergarten, without primary or secondary affiliation)
Yes, lui is correct, some schools are first come first served so apply from birth:
GSIS, Kellett, DBIS, Kingston
CDNIS does not give priority to application date, but the school is becoming stricter and stricter in even giving interviews, so if you are really interested, you can apply now. Recommend going for Reception instead of Pre-reception as they have more spots at the K2 equivalent level. Don't waste your one chance on K1 if they let you interview based on your early application. This would be the same for any schools that allow you to submit an application now. Better do it early, such as Harrow and YCIS, just in case they change policy from now until your child would be ready for interview.
Yes, ESF only accept application a year before entry, so just have your child prepared. However, you might want to think twice about ESF kindergarten now that the interview priority is mainly gone (except for DC & RC). Certain ESF kindies may not be sufficient in preparing your child for other IS K2 or primary interviews, as their student body is mainly non-native English speakers, and the curriculum is play based; they will not be touching pencils in K1, whereas for K2 mass intake at many IS interviews (when the child is still in K1) they expect the kids to draw pictures.
At this point you must think financially if going IS is alright for your family, as the spots for ESF is limited. Also, start speaking to the child in English at home if one of the parents' English language level is up to par; the best method is one parent per language, if that is possible.
Think also about the level of Chinese you want your child to retain. Generally speaking, ESF kids do not like Chinese lessons whereas ISF/YCIS/CIS their level of Chinese is much better. Again, there are always exceptions in both cases, but think hard and read up regarding the type of school you want for your child.

Ultimately most expats apply for 5-6 schools in hopes of getting one spot. Some schools that i applied for wouldn't even give us a chance at interview! It is better safe then sorry, but then, same school's application fee is over $1000, so between frugality & safety, one must strike an intelligent balance.
At this point just choose a few (1-3?) schools that allows submission at birth if you have decided on IS. Apply ASAP. Then, you should have sufficient time to find your child a playgroup in a good kindergarten. Decide which type of IS you prefer for your child beside ESF, or that financially you'd rather go local...
