Although I do some private tutoring myself, I have to agree with Teresa that parents are the best tutors to their own children, especially at primary school stage.
However, there are some other factors we should consider. Some parents are both working, thus leaving little time for their children. Some parents may not be able to handle the subjects, especially English. However, there is a growing trend that non-working moms also send their kids, particularly those already quite good at their studies, to private tutors. I have a student whose mom is a graduate, non-working, and has the experience of tutoring her son herself. Her son is now a medical student. Presumably, she can do the tutoring to her daughter perfectly on her own as well.
