It really depends to what kind of international schools you wish your kids to be at. Not all international schools are the same, just like local schools. The top tier ones are always full with long waitlist, for good reasons. The middle or lower tier IS will have more movement as people want to withdraw and move to better IS. First tier IS is very competitive and you need to know the game to secure a spot - unless your child is a genius or a professional athlete or some sort.
Second point regarding whether you need to hire an education consultant really depends on how much you understand the International School sector of HK. As I mentioned, not all IS are equal - they are vastly different. A good consultant can shorten your research time and help you secure a spot in the right school. But if you have great understanding about all the IS in HK, their differences, why some are popular and why some always have availability, details about entrance assessments - then you may not need one.
