In fact, very few lawyers in HK work as criminal lawyers. If you are barrister, you may work as defence councel, prosecutor or magistrate/ judge. You may also play the three roles on rotation.
Talking about the JUPAS admission scores to LLB programmes in HKU, CityU or CU, you can't get into any of these progammes without good scores. Such scores are available in the JUPAS website. The average admission scores are much higher than law schools (except Oxbridge and LSE) in the UK. In general, it's more difficult for JUPAS candidates to get into these local LLB programmes when compared with Non-JUPAS candidates. Nevertheless, those JUPAS students, who are academically strong, may find it easier to get into PCLL after completion of the LLB programme.
By the way, a CityU LLB graduate, Mr. Pun Hei, will become Senior Councel (or take silk) in May. As CU has run its LLB programme for about 10 years only, it may take another 10 years for CU to produce its first SC, if any.
