yes, 85% which = 99 seats are reserved exclusively for sppcs students during the 2nd round lucky draw stage
I first heard about this news that spss did not consider sppcs students in the discretionary stage were from a sppcs teacher 5 years ago when my girl was at p4
then this was further confirmed by parents who attended the S1 briefing from the principal of spss 2 years later
however, some parents and sppcs teachers insisted that spss in fact would take sppcs top students in the discretionary stage

With this rationale, then I understand why SPSS doesn't take much students from SPPCS in discretionary place as in central allocation, as they're allowed to reserve 85% of remaining places to its primary school in central allocation, so technically speaking, SPSS could still be able to take in most students' whose academics level are matched with SPSS. Since in discretionary phace, usually students would choose the most desired school in this phase, therefore SPSS would like to pick these top students from other schools (as they show 誠意).
Given this, I really don't see the point of saying SPSS doesn't "want" SPPCS students. Traditionally, they take its primary students as much as possible. They don't even want to provoke its top students to think of transferring to other school....(at least in my generation...I was among those. ha ha)
