As per the information of other parents, maybe some parents will choose the government schools in the first round because of to be drew more easily. However, the kids may be accepted by other DSS or private schools later; after balance, they may give up the seats. Or maybe some kids have failed in the first round and they prefer to try other susidary schools for higher priority in the second round; therefore, it is easier to get a seat for the government schools in second round.
Some parents do not like government schools since the comments for these teachers are not so good because they are paid by government and no complains. Maybe this is rumour...

起碼有個機會啫,屋村小學都有其擁done'既.........不過都奇怪架....好似軒官咁,第一輪都好多人揀佢,但要排次序時,佢都可以放到三四志願都入到...... ...
