首先張問題極化,算是全部經費都由政府提供吧。但學生獲得的,又非單純從津貼上可以提供。
Forget it, back to English. Simple system concept:
Input → Conversion→output. If the input are same, then the conversion process must be different to others subsidy school. If so, then by using the same input, having different output, the conversion process should be gone wrong of other school.
But the fact is, the hardwares of the conversion process are basically identical to all school. Teachers, school facilities are almost identical.
I must say, if there is different in the output, then it must be something different in the input: the effort of the church? its mangagement system; the additional staffs in the school: father/mother or sister? Their excellence in the long history of providing education services (from mid-century).
Whatever it is, you must be agreed that the input or the conversion process is different to the other subsidy schools. In our situation, it seems that the input is different.
If the input is different, then the stances of my question is clear, the input not only the subsidy from government. The church (or board of directors of school) provides additional input. If they share the input with the government (taxpayer), should it be more reasonable to them to have a little bit more right. I think the government (agent of taxpayer) recognise it, so they gave out some authority to the church. What is that? that's the 5 marks. It must be the church decision (suggestion).
So if you recognise they provide additional input, then you must recognise they should have some right. How they exercise their right should only be their own choice. (But under the constraint of the biggest share holder).

Price and cost:
So you are not using the same price to select two different quality products.
To the costumer, the price is fixed (free). But the quality of products are different. And supply is limited (for the better quality one).
When there is price control, it must induce additional cost:- the transaction cost or the opportunity cost.
In communism, the transaction cost, most probably the queue. or back door.
In capitalism, implied raise of cost always found. Rent control induce 鞋金.
When you want to buy something that the price is wrongly fixed. You always need to pay more. the recent example is Sam Hui Concept. you have to keep in line for more than 3 hours (opportunity cost while not gauranteed), unless you know someone, or buy the yellowcow ticket. (that is the transaction cost)
My conclusion is, if the price is wrongly fixed. (identical to the one you want and the one you don't want) Additional cost is needed.
If the school have the right, how to exercise this right is the only consideration that they think it is benefical to themselve. Under the contraint (by the biggest share holder - marking system).An additional mark must exist
