In fact, it is always good to use example to illustrate the different scenario for better understanding.
For the case of St. Stephen Girls', -1 means they didn't use up all their quote of repeaters. The reason why there is a lowest and highest quote exceed percentage is because there are public information citing exactly how many number of repeaters' seats one school will keep. They have the choice to keep anywhere from 0 to 4 seats. As a result, this must be illustrate with a range, unless we check every school's DP result each year (which I have no such resources to do).
In particular, one reason St. Stephen Girls are keeping 3 seats rather than may be due to the fact that they just changed from 3 classes of big class (30@class) to 4 classes of small classes (25@class) this year. So, they may decide to keep only 3 as in the past.
