Consider the issue from a different perspective. Below is someone living in Singapore and his son did his M.Eng from NTU in Singapore with the School of Computer Engineering:
"The Professors are top class. They are mainly from PRC, Indonesia, UK and USA plus Indians too
The Research is well funded by the Singapore Government (DSTA), NCS, Micron, Chartered Semiconductors and other players
Facilities are amazing. NTUs Parallel Processing Lab back then was built on MIT standards. Their CITS (Equivalent of Server Manager for the whole campus) was built on MIT architecture too.
In terms of reputation NTU is a shade ahead in Engineering subjects while NUS has the best Asian MBA program in Strategy
Graduate Quarters were plentiful in NTU whereas in NUS because it's in the city, Graduate Quarters are far and few and most graduates have to live nearby in HDBs
Having been to IIT Chennai & NTU campuses, I can say NTU wins by a mile or two miles
What I love about it is that We parents got rooms at a place called Nanyang Heights for 25 bucks a day in rooms that were larger and confirmer than any hotel. Literally a flat that Graduates can book for parents (or guests)
The only blip is for some reason all men shower together in the pool and its not uncommon for men to walk around in their underwear or even naked
The Pool was near a place called SRC whose full form I forget
It is an Olympic size pool
Among the Research Graduates - the largest chunk are from PRC, followed by Vietnam, followed by India, then Indonesia and then Malaysia
Most are here for Research based masters but a few come for coursework based masters which is a tag below
Plus the Course is very affordable
80–90% tuition is subsidized by the Ministry of Education in exchange for 3 years of Bond
Plus you get around S$ 800 a month which at least in 2010 was quite enough
The balance is either paid by a company like Micron or AMD or Chartered Semiconductor or IBM or Agilent or you can borrow from DBS or OCBC which are both on Campus
The Loans are repayable after 2 years at around 4% a year with maximum repayment of upto 10 years (20 for UGs)"
