So do my son. When I back home, if he not yet finish the homework, I tell him "no playing" until he finish. Sometimes sit next to him to make him focus on work, that he can do it faster. I explain to him that if he cannot do the homework in daytime, we have to spend night time on this, then less time for us to play. I might remind him to do the homework by phone, then we can play together at night (such as lego and some games), it works for him.
