Generally speaking, 一般英中 will accept both Chinese and English versions unless it is stated in the application procedures for English version only. Take my daughter's case for example. St.Paul's Co-ed, Good Hope and Holy Trinity all accepted her application and granted her an interview and finally both GHS and HTC gave her an offer. During the school interview with me in GHS, the first statement made by the two interviewers to me was that the portfolio was neatly prepared. So, I think basically it did not matter much. Of course, an English version will certainly remove the doubt.
Since my daughter studied in a 中文小學, most of the certificates she obtained from the school were written in Chinese. So, I prepared the profolio basically in Chinese. For those certificates and awards from open competitions, like Cambridge Test, World Class Arena Test and 數學精英賽, I chose to use the more popular titles to list down the results.
