The score is more important than the priority in the jupas list. A student with 42 will be admitted even though he puts a program in A2 before a student with 41 who puts that program in A1 to be CONSIDERED, given that the interview performance of both students is satisfactory.

The universities do not know whether their department is put in A1 A2 or evrn A3, so both students will be invited for an interview. Admission will be based on interview performance if their dse scores are the same.
