當討論教育大方向時, 我們是以整體成效而言, 不是以個別少數的例子或個人經驗而作出結論. 制定教育政策的官員往往多數本身是精英學生, 自學能力高, 他們可能覺得中或英教學不是大問題, 自己關起門在家自學也能學好語文, 所以他們想法和你一樣, 覺得母語教育對英語學習影響不大. 但我們面對教育的學子是普羅大眾, 大部分學生在學英語上得不到家庭家長支援, 沒有英語學習環境, 也不是棈英學生, 家長也不一定有能力如你一樣和孩子從小時候作英語親子閱讀. 這樣環境下, 在學校營造一個好的英語學習環境對他們是十分重要, 也是他們學好英語的唯一出路. 如EMI也不能教出好英語學生, CMI一定不能, 當然不包括你所說的個別例子而言. EMI不一定要教出英語出色的學生, 我們祇要整體提升, 有普通寫讀講聽能力, 迎合升學就業需要. 但現在社會覺得整體英語能力不足夠, 但教局的訊息就是現行母語教學下沒有問題, 還想推行英中上落車政策, 把其數量再收緊, 少數更精英, 整體更沒落. 但我們龐大社會需求不祇是CEO, 是各階層的英語人材來加強整體國際競爭力, 或個人升學就業能力.
說到用母語教學能得到較佳的學科理解, 不是應該有更好的學習成績, 為什麼在中學會考, 大學入學試, 英中學生能得到壓倒性的較佳成績, 是否理解不足但英語作答能得到高分, 可能嗎? 較簡單的說法因為名校多數為英中, 但我們想想, 母語教學推行好像紿於上世紀八零年代, 推行已多年, 為什麼中文名校日趨沒落, 英中多進身為名校, 日受歡迎,是家長學生的羊群心理, 或是社會的實際需要? 我的想法是中學很多學科源自西方, 用原文學習更為便捷.
交通資訊發達, 國際一體化日趨重要, 在中學母語得到更佳的學科基本理解, 換來英語能力下降. 近代科學發展始於西方, 英語寫讀能力不足, 能溶入國際社會, 能更進一步登入以英語為主的高階各學科學習, 閱讀其著作或互聯網的龐大英語資訊殿堂嗎? 這解釋了為什麼香港家長過半贊成母語教學, 但實際行動時, 郤壓倒性選擇英中. 不是因為英中是名校, 因為實際比理想重要.

I agree with your concerns and I agree that the Mother-tongue teaching policy probably has caused the further downfall in our students’ English standard. Maybe I did not express myself very well. I just did not like the sloppy way Professor Cheng tried to prove the case.
We should promote learning better English in our schools, CMI or not.
The current Mother-tongue teaching policy came from many educational experts and one of the convincing reasons is that some of our students’ English was already so poor that they were not capable of learning other subjects using English.
Whether we use English or Chinese language can be left to the parents and the schools. This has nothing to do with which teaching language is better. To me, it is more to do with individuals’ liberty and the freedom to choose. It is the rigidity of the current policy which irritates me.

Don’t we all know EMI schools currently are able to attract better students than CMI schools? A fairer comparison is to look at the schools and see if they are 正增值 and how正/負增值 compared with others.
Ying Wah Girls’ School is probably the most favorite girls’ school in my neighbourhood and is able to attract the best students from all over Hong Kong. But in EMB's external report (which was extremely positive overall), we see the following remark, “(Ying Wah) students perform well in most aspects of school life but there is room for further improvement in the achievements of the more able. Without lessening the emphasis on an all-round education, the school could offer a greater challenge to this group by encouraging a more pro-active and self- directed approach to their studies. This would also help the school reach its goal of even higher levels of success in public examinations.” This is a subtle way to say that the school has not brought out the best from the students who, with the caliber far superior to other when they enter the school, should have deserved.
On the other hand, we should not exaggerate the difference between EMI and CMI schools. When I looked into the website of my old school recently, I was pleased to see the overall passing rate for HKCEE was over 95% consistently over the years. When I looked into the website of a well-known EMI school in my neighbourhood, the overall passing rate was below 70%, Maybe practically as parents we should look at the schools individually and select the best one for our children, EMI or not.
