In fact, you can choose the interview language among English, Cantonese and PTH when you submit your application. The whole interview process (both 1st & 2nd interviews) will then stick to use the chosen language only.

I can't tell about DGS. For DBS, spoken English will not be tested if you choose cantonese as your interview language. However, communication skill and common sense are important. You can refer to the following thread for the interview questions this year: -
