True as it may when one is talking about primary school admission, it is not entirly correct in so far as admission to secondary school is concerned.
The admission to govt. or subsidized SECONDARY school is comparable to a happy marriage between two consensus adults – the school and the students. The school chooses the students and, likewise, the students choose the school.
The criterion of the 'lucky draw' in secondary schools is different from that of the primary, as Band 1 secondary schools are for Band 1 students (or now extended also to the upper sector of Band 2 students after the banding classification was reduced from 5 to 3 a couple of years ago). It has nothing to do with the residence of the students. Indeed, it is impossible for a Band 3 student to get into Band 1 govt. or subsidized secondary school under the prevailing policy.
Just by way of supplement, I don't see it a 'screening process' adopted by SJC. The reality is: How can SJC take back all its primary students when its students' establishment is confined to 200 seats?
A further problem for SJC is being obliged by the government policy to make available a certain portion of the seats for the secondary school 'luck draw'.
So, what can one do under the circumstances, if he is the principal of SJC?
I fully understand the difficulties that SJC is facing, notwithstanding there is a real risk that my son may not, in future, manage to secure a seat there.
From my observation thus far, there is no pressure given to the pupils by SJP. If there is such a pressure, it comes from the parents instead of the school.
