When we are in Hong Kong, we do the similar activities. May be we can add 'Disneyland' to the list starting this September.
You may also consider 'Pak Shek BBQ'. Adults can sit there looking at the great seaview or you can even play golf in the driving range. Children can wander there flying kites or riding bikes.
I suppose 'Macao' is not a good choice for babies.
I suggest two theme parks:-
1. 'Window to the World' in Shenzhen, where you can teach them Eiffel Tower, Pyramids and other famous landscapes;
2. 'Cheong Long Day/Night Zoo' in Guangzhou, where babies can see a lot of animals. You will be very happy when your kids can tell you this is giraffe, flamingo, lion, tiger, camel or even hippo! The babies can be very excited in the Cheong Long Hotel where they can have breakfast/dinner with 'White Tiger'!
Rosaline went there when shen was slighly over 2-yr old. She was happy.
For the package tour, the cost is around HK$1000 for 2 adults & 1 kid.
