Option 1 only makes sense if the whole family move to live in HK. Options 2 and 3 will incur extra time and costs, which cannot be justified by the saving in two years local student tuition fees.
If a visa dependant child is admitted to a local university via Non JUPAS, he or she will be eligible to pay local student tuition fee in the third year, after fulfilling the 2 years residency requirement.

I think this is also subject to their parents being able to renew the TTPS visa.

Correct. If their parents cannot renew the visa, they need to pay the non local student tuition fees. I believe this is also applicable to the visa dependant children already enrolled to the universities as local students before the new policy announced.
Programmes like Medicine and Dentistry, quota for Non JUPAS (International) is very small. Programmes like Business and Engineering, difficulty via JUPAS and Non JUPAS should be similar after the increase of non local student place to 6 000.
The only risk is how the university admission offices compare the DSE results and Gaokao results of the mainland students.
