When you accept an offer you’re entering a contract – the university agrees to accept you if you meet their conditions (if there are any) and you agree to attend the course. This is why you need to be happy with the choices you accept.
Taking a modern foreign language (MFL) is currently NOT compulsory in the UK. Part of the reason is that the underprivileged group might suffer if an MFL is required at GCSE for university admissions.
Requiring a pass in DSE Chinese is not a second language requirement but a requirement that takes the curriculum design into consideration, and not all universities require this.
