My friend's grandfather is being the guardian of the grandson, my friend said because they believe the granddad would look after his son, so he's being approved of enjoying free education in Victoria as Canadian. My friend's it's not necessary approved.
For a case in Metro Toronto, 4 years ago, my cousin enjoyed free education as she claimed her Auntie (sister of my cousin's dad) as guardian. However, this niece-auntie relation no longer can entitle free education.
Apparently the first case is a more solid, direct relationship. So one can see the guardian's definition is purely defined by the school board.
if you want him to substantially improve English, why not consider homestay which allows him to stay away from the district with a lot of Asians, and immersion with locals? he should be big enough to stay in Canada without family.

are you concerned about the school's ranking? those who rank high are with high proportion of Asians, esp Mainlanders. those with smaller proportion most do not have v high ranking. that's the trade off.
but as international students, you may have access to limited choices of schools to select from, not totally upto you, and those of relatively good ranking would not be available for international students as the places there have been competitive for local residents.

The most elite boarding school, cost as much as those in UK, requires at least 1.5 year ahead for application. Those more international boarding schools, less prestiguous, within 6 months - 1 year are fine.
