i saw a post from a learning centre that someone had received offer already today. i think that he should have purchased debenture.

好似下週會通知有兄姊就讀嘅申請人申請結果（佢地無3rd in)

Note holders 應早過佢地有offers

上年無買debenture 3rd interview係大約11月1日, 你地會係下星期開始收信, 佢地係分batch, 學校最想收個批會interview 先, 2星期會有offer letter, 沒有通知third in要等下, 因為早批interview個d學生未必註冊, 原因係註冊費係1個月學費, $8xxx, 好多人手執幾個offers都會放棄註冊, 咁學校就call人一路見，　見到收夠學生為上。

As 3rd in is mainly for assessing the parents' views on education.  
Existing parents supposed have been assessed before.
