I guess if the case is serious, then yes. e.g. asperger, autism. But ADD/ADHD is hard to tell coz kids at a younger age really have shorter attention span. Many of them still want to act on impulse.

I agree it is difficult to draw a conclusion. That's why i put it as "不一定等於". I found out many parents think this way, "this school is caring and loving, so my kid must be very happy in the school". It is a very individual experience and sometimes they are not equal.
Every parent has his/her own priority. For me, I don't care much about school facilities (hardware), I don't care about messy admin, I care the people who educate my kid and influence his behaviours/values every day.
