According to their announcement, ESF Kindie priority ends after this coming 2013 K1 admission (those applying for 2015 P1), however, Cat 1&2 and non-selective admission begins this coming Aug 2013 (for admission for 2014 P1), so there is a gap between the two implementations. For children in ESF Kindie who applies for 2014-15 and 2015-16 P1, they will still have P1 interview priority, but will be subject to the new admission selection standard. This is deduced purely from reading carefully what is written in their 4 Feb 2013 announcement. If anyone see other ESF publication that speaks more clearly about this please do let us know.

Apparently [The ESF chief executive] "told a news conference the [previous Category 1/2] implementation of the policy to give priority to non-Chinese speakers had been unsuccessful." Using Fattydaddy's example, it's like they finally realized asking the children to be polite and say please cannot determine who really need the apples (since everyone wants an apple), and since they do not have enough for everyone who asks, they will now interview each family to see who really need one. Yet, both ethnic Chinese and non-Chinese speaking families thinks they will now be more disadvantaged. In a few years time we shall know the truth, and unfortunately like the HK 3-3-4 school system, we end up being the guinea pig. I believe there is more to come: new school fee announcement, perhaps new policy regarding primary to secondary application (as already mentioned on this forum). Yes, the prospects are scary... |
