For me there is no absolute fairness. A policy addressing variations, not only accessible to "certain group of people" is relatively more fair system. In HK, the P1 application system obviously is only accessible to "certain groups" - then I think this is not accessbile to include kid's variations...The system or the policy need to address equal access and opportunities for all kids..
However, if there is gender bias, religious bias, achievement bias, family status bias in the system, then some of the kids have been from the very begining been excluded from the system automatically...
The P1 admission guideline I think is to make sure the process of P1 application is accessible to all regardless of developmental variation and family status , but the EDB allow these kinds of "discrimination" (as said by others in this thread) and keep silence....
I will write to EDB, of course...

I heard the following stories from the mothers, not St Paul -ed, other DSS school and public subvented schools:
example 1) One DSS school- the child has been rejected, but the mother asked a "socially famous celebrity" to write a letter for review of the application, the child was accepted after a week she sent out the supporting letter.
example 2) One subvented school - the priests (father or brother) will reserve certain seats for their connections. One mother has failed in the lucky draw and she told me that she was sure she will get the seats from this school..start to use your connections now, mothers and fathers and get close to some one that are useful to you.....then.. you can....
