3 years old is big enough to learn ice-skating, however, I strongly suggest parent skates with the kid before or after the lesson.

student will be given  cert after passing the test.   actually, for beginner;s level, it's easy to pass the test.  once you reach Free Style level, PRACTICE is very important and student is required to do the test during the session break.   fyi,  my 7-year-old daugther has learnt ice-skating for 2 1/2 years, she finished the beginner level and is going to take Free Style Level 1 test next month.   She is not good at sport and lazy to practice, so she takes longer time to reach the current level.
