I don't think u need to rent a place one year before, if u know what area and school u wanna get in, u need to go to the council web site, search "primary school admission" or "secondary school admission" depends on your kid's age.
Then find the bit about home address requirement, they should explain very clearly what can be considered as "legit address proof". Having said that, it can varies from council to council, hence u need to choose the area first then read up the requirement.
People asking about how the address proof works, one really needs to look it up in the council page, otherwise the information u are getting might only applied in other county. They can be different from one another.
For example, the school and the area which I wanted to apply, the rule is I have to be in that address by the time I submitted my application, hence I dont need to be in the address earlier.
But it can be very different if u are in other area
