Hi HIN_bb ,

If she is your mother-in-law, I think it is easier and not so complicated that you may just change one kind of the bills in your name (if you decide you are the applicant) in your child's application.

If not, more documents are required:
Mother-in-law -> you may need to show proof your marriage certificate to have your husband name.  Then your husband's birth certificate to show your mother-in-law's name.
