By definition of the rule listed on UK gov, yes you are eligible to apply for PR after 10 years legal stay in UK (as you have courted 兩年中學，六年醫科加兩年實習，共十年).

However the point is that can she get the houseman job for that 2 years to get registered. Some may consider keep on studying another master degree in order to get the 10 year requirement (if not getting the houseman job). But she can NOT be a doctor anymore if she not got those 2 years houseman training. Secondly, although she is eligible to apply after 10 years, but no one knows how long they will process and grant she the PR status. Months or years? What is she going to do during that period of waiting time? She cannot leave UK. So be very cautious.
