Not sure what will happen if the students fail to submit the 1st draft on time. I think it will be complicated if the students can submit the 2nd draft in the case they missed the 1st draft. Anyway, only 3 students in the class can meet the 1st draft deadline and that is the fact. Students should go to the 3rd draft before the final.
So, should not take any risk to delay the 1st draft. Must use ALL your efforts and resources to do the thing right and on time.
The school teachers only follow the deadline fm the IB organization worldwide, and I don't think the school teachers have any right to delay the essay.
And not all the local IB schools will discuss how to approach the topics.
BTW, the submission of the tok topics may or may not be important at this stage, and it depends on your goals and strategy.
Year 13 students are applying their overseas universities right now. Some universities only need the "predicted" IB scores and will give offers in the coming few months, and some universities already gave offers some months ago.
Once they students get the offers, the final IB scores are not important at all. But I agree to play safe, students should at least to get a PASS in every assignment.
So, it is another important game with strategy to have high score in the "predicted IB score", and in many of the cases, the "predicted score" is far far more important than the "actual score". For example, in some departments of the universities in HK, they accept "predicted scores" but not necessary the "actual scores".
However, some universities only give "conditional offers" based on the "predicted IB scores", which may need the students to meet certain criteria in the final IB before the final offers.
