But you only have up to Jan 8 to decide... Are you gonna accept the offer first? When will the results for the other two be out?

Yes, you are right. FIS may be out during the first week of Jan. SIS is supposed to be later. Will likely accept first.

Can you get full refund of the ICN if you withdraw before it is issued?

It's gonna be a costly plan if eventually you opt for any of the other two...
